You don?t need to be multi-lingual ? or a multi-national ? to tap into the markets slowly emerging from behind sometimes extremely restrictive Internet censorship laws. If you thought these emerging markets wouldn?t have the spare cash to buy a website or two, think again. Our data shows that not only are many of these countries buying more websites than they sell on Flippa, but the average purchase value for most of these nations outstrips the average sale value.
In short, customers from these countries are spending more, on average, to buy a website than they?re getting in a sale. To some degree, that may reflect the nature of the sites being bought and sold, but either way, it bodes well for the market as a whole.

Potential growth markets
What about the other countries on the list? We haven?t handled any sales or purchases from Iran, Oman, Myanmar, Uzbekistan, Yemen, Ethiopia or Turkmenistan as yet.
But we?re seeing significant increases in traffic from new users within these countries.
Some 92 percent of traffic from Myanmar in the last three years has comprised new users; 59 percent of Iranian visitors are new; and traffic from Sudan and Yemen includes new users at rates of 85 percent and 80 percent, respectively.
It seems the relaxation of censorship has allowed interested users in these markets greater access to our site as well as others. And as any good online business person knows, today?s first-time visitors are tomorrow?s customers.

We all know these countries represent massive markets for web businesses. The advantage for those of us online is that we have the potential to benefit from these opportunities without the costs that offline businesses face.

Last year, the Steelers cut quarterback Ben Roethlisberger?s base salary from $11.6 million down to the minimum of $900,000.? The $10.7 million became a guaranteed payment, with the cap hit spread equally over the four remaining years in Roethlisberger?s deal.

The move added $2.675 million in cap charges to each year of the contract, pushing this year?s cap number to a belt-bending $19.6 million.

As MDS pointed out earlier in the afternoon, the Steelers plan to do it again, without extending the deal.? But with only three years left on the contract, the Steelers can?t take as large a chunk out of Roethlisberger?s cap number this time around.

Once again, Roethlisberger?s base salary is $11.6 million.? The Steelers could drop it to the 10-year minimum of $940,000.? The $10.66 million difference would then be converted to a guarantee, with the amount spread out over the final three seasons of his contract.

This would create $7.1 million in cap space.? But it also would increase Roethlisberger?s cap number by $3.55 million in 2014 and 2015.? With last year?s restructuring, that?s another $6.225 million to be carried in each of the final two seasons of Roethlisberger?s deal.

And with a base salary of $12.1 million due in 2014, it converts to a minimum cap number of $18.325 million next year.

Whatever the Steelers do, they should wait until March 5 to finalize it.? If they reduce the deal before then, Roethslisberger?s cap number would drop out of the top five in 2013 ? and the exclusive franchise tender the Ravens would have to pay to quarterback Joe Flacco would drop again.

Warby Parker Grabs New Investment From American Express & J. Crew CEO, Closing $41.5M Round

Warby Parker EyewearNew York-based eyewear startup Warby Parker is off to a good start in 2013, having recently been fingered as a possible partner for Google Glass, and now is reported to have gained an additional investment from American Express and J. Crew chief executive Millard S. Drexler. The new investors went in alongside General Catalyst, Spark Capital, Tiger Global Management, Thrive Capital, Lerer Ventures?and Menlo Ventures, in a round totaling $41.5 million in financing, which officially closed in January.

TruexCullins Architecture recently won national awards for their design of the Anglo-American School of Sofia (AAS), an authorized International Baccalaureate World School located in Bulgaria. TruexCullins was hired to create the ?Vitosha Wing?, the new home for the middle and high school programs.

The $8 million expansion, included? site planning and building design developed by Architect and Managing Principal David Epstein, AIA, LEED AP and Associate Architect Diantha Korzun, AIA, LEED AP. Epstein Leads the K-12 and International Education Studios at TruexCullins.

TruexCullins worked closely with the AAS; listening to the needs and desires of the administration, faculty, students and parents. ?The project is a result of unique community effort,? shares Marchella Ignatova, Business Manager of the AAS. ?Students, parents and teachers worked with the TruexCullins providing feedback and ideas for these buildings.?

The significant expansion, which doubles the capacity of the school, includes new classrooms, sports facilities and plans for a new performing arts complex. The campus layout was crafted to foster smaller learning communities within the larger school community.TruexCullins designed the new 8,500 sq. meter middle school and high school facility to incorporate green building features including storm water management and reuse. This is accomplished through the use of green roofs, constructed wetlands and ponds. Other green features include daylight harvesting, solar hot water, photo-voltaic roof covered parking and extensive use of local materials. The project is registered with the U.S. Green Building Council and is expected to earn LEED? Gold certification.

TruexCullins? building design earned first place at the National Building of the Year Awards in the Education Category and runner up in the Bulgaria Building of the Year in the Green Category.

The Bulgarian Chamber of Architects also awarded it first place in the Bulgarian Building of the Year ? Education Category. It also received a second place award in the Bulgarian Building of the Year ? Green Category.

Pa. gov's filing defends antitrust suit vs. NCAA

(AP) ? Gov. Tom Corbett argued in a court document filed late Monday that the NCAA has been trying to use his pending antitrust lawsuit against it over the Penn State penalties in the Jerry Sandusky child sex abuse scandal to combat what he describes as a groundswell of public criticism.

Corbett said the judge should not grant the NCAA's request to dismiss the case, saying college sports' governing body made a factual error when it said the penalties were voted on by the university's trustees.

Corbett, who as governor is a trustee, said the NCAA's motion to dismiss the lawsuit he filed in January "appears to have been written more to advance the NCAA's broader agenda, and to combat the recent groundswell of public criticism against the embattled organization, than to raise legal issues appropriate to a motion to dismiss."

The NCAA, in a court filing three weeks ago, said antitrust law did not apply and a consent agreement between it and Penn State was "exceptionally unlikely" to cause other schools to raise tuition, cut scholarships or charge more for branded jerseys. It said Corbett lacked standing to sue and called his action an attempt to drag the federal courts into an intra-state political dispute.

NCAA spokeswoman Emily Potter said Monday the NCAA stood by its previous statements.

The Republican governor's lawsuit asks the judge to throw out all the penalties, including a massive fine, a four-year bowl ban and the loss of football scholarships.

"It is laughable to claim that a $60 million fine, coupled with the gutting of one of the most lucrative programs at one of the nation's largest universities, is 'noncommercial activity,'" Corbett argued.

He claims that the consent agreement has harmed students, business owners and others and that the NCAA penalties are likely to result in higher tuition and make it more difficult for football players to find scholarships.

"The NCAA wrongly claims that its arbitrary decimation of the PSU football program is no different than its enforcement of rules regulating player eligibility or uniforms ? which do enhance collegiate competition ? although PSU was not found to have violated a single NCAA rule and the NCAA's own president insisted that the consent decree was not an enforcement action," Corbett's lawyers wrote.

Corbett said the Penn State case is the first time the NCAA has injected itself into criminal conduct already in the justice system, "let alone into offenses that did not involve cheating, academic fraud, recruiting violations or other conduct designed to give athletic programs an unfair competitive advantage."

He also took a swipe at the NCAA regarding recent revelations in a booster scandal at the University of Miami.

"It is ironic that the NCAA attempts to maintain a pious tone throughout its brief ... in light of its recent revelations about its own misconduct while investigating the University of Miami," the Corbett filing said.

Sandusky, a former defensive coordinator at Penn State, a college football powerhouse, was convicted last summer of sexually abusing several boys, some on campus. He is serving a 30- to 60-year state prison sentence. He is appealing and maintains his innocence.

The consent agreement between the NCAA and Penn State was signed a few weeks after Sandusky was found guilty of 45 criminal counts. Penn State is not a party to Corbett's antitrust lawsuit or to the NCAA's lawsuit filed last week against Corbett and three state officials over a newly enacted state law that is designed to keep the $60 million within the state.

California couple vanishes during cycling trip in Peru

(Reuters) - Authorities in Peru have launched a search for a California couple reported missing while on a cycling trip through the Andean country in an area where U.S. citizens have been warned of kidnapping risks, U.S. Embassy officials in Lima said on Monday.

Families of the couple, Garrett Hand and Jamie Neal, said they last heard from the pair on January 25, a day before they were expected to arrive in Lima after a journey of several hundred miles from Cusco, in the country's mountainous interior southeast of the capital, the embassy said in a statement.

"Embassy officers are ... in close contact with Peruvian authorities who are working diligently to find Mr. Hand and Ms. Neal," said the statement, furnished to Reuters by information officer Leslie Nunez Goodman.

The couple, both 25, were longtime friends who began dating last spring or summer and lived together in Oakland, California, east of San Francisco, said Neal's boss, Jeff Jerge, who owns a Bay-area bicycle shop, the Pedaler, where she works.

Hand had worked summers as a fisherman in Alaska, he said.

"My worries are pretty great," Jerge told Reuters. "They had been corresponding (from their trip) fairly regularly, and it ceased that day (January 25)," he said, adding that no money has been withdrawn from either of their bank accounts since then. He said he worried they had been abducted.

Their disappearance coincides with a travel advisory issued by the U.S. Embassy on February 13 warning of foreign tourists near Cusco and the ancient Incan city of Machu Picchu of a potential kidnapping threat.

The warning was widely interpreted as being linked to efforts by a remnant band of Maoist Shining Path rebels to repel a government push to regain control of jungle valleys in the Cusco region that are rife with coca cultivation and cocaine trafficking.

But the embassy statement about the missing couple said diplomats knew of "no connection between the disappearance of these two U.S. citizens" and the travel advisory issued in February.

The embassy statement that the couple were last been heard from on January 25 en route from Cusco to Lima appeared to be at odds with accounts of Peruvian police and the Arcoiris ecological community in the Amazonian region of Iquitos, located hundreds of miles northeast of the capital.

Arcoiris told Reuters the couple had stayed there for five days before departing by boat on an upriver journey to Ecuador on February 16, three weeks after their families said they received their last communication from the pair.

Hand and Neal originally had intended to bicycle from the San Francisco Bay area to South America through Mexico, but friends concerned about security in Mexico persuaded the couple to fly to South America and start their trip there instead, Jerge said.

Another co-worker at the bike shop, Ron Hammer, said the pair, who were studying Spanish in preparation for their trip, had mostly been camping by tent during their journey and on occasion stayed with extended family of people they knew in South America.

Where is Tornado Alley?

You may see the above chart with our preliminary finding that "tornado alley" (the gray shaded area) runs from Oklahoma City to Atlanta, and think we have it oriented the wrong way.? Traditionally, "tornado alley" has been defined as the Great Plains of the United States, from Texas up through Oklahoma, Kansas, Nebraska, and Iowa.? However, our research at UAH, in coordination with P. Grady Dixon at Mississippi State University, shows otherwise.

We want to show where the area with the greatest risk for tornadoes is.? The Storm Prediction Center's tornado database goes all the way back to 1950, and includes almost every reported tornado since then.? However, there are some biases in that data that must be addressed first.

1.? Unreported tornadoes

The charts below show a) the total number of reported tornadoes, by year, in the U.S. since 1950, and b) the number of reported "significant" tornadoes, or those rated F2 through F5.

Note that the number of total reported tornadoes has been increasing for 60 years.? This is because many tornadoes, especially small, weak ones, used to go unreported.? Events changed our awareness of tornadoes:??Tornado research in the 1950's; developing a spotter network in the 1960's and 1970's;?Doppler radar?in the 1990's to tell us where to look; and then almost no tornado goes unreported anymore with widespread towercams and cameras on cell phones.? The number of reported tornadoes has gone up.? They were always there, we just did not know about a lot of them.? Especially the weak ones., especially in the southeastern U.S. where trees and?mountains block the view, and about half of all tornadoes occur at night.

The bottom chart shows reported significant tornadoes per year.? Notice they have been much more steady.? F2-F5 tornadoes are wider, last longer, and do more damage than F0-F1 tornadoes, so it is unlikely for very many of those to go unreported.? That is apparently the case, since the number of reported F2-F5 tornadoes has been steady or actually dropped.? So, in our study, we only use significant tornadoes, a steady dataset.

2.? Over-estimated tornadoes

Notice in the lower chart that the number of significant tornadoes decreased suddenly?after 1973.? The Fujita scale was invented in the early 1970's, and tornadoes 1950-1972 were rated retroactively, using newspaper clippings, etc. that, according to some researchers in Oklahoma (e.g., Schaefer and Edwards 1999; Brooks and Craven 2002), likely biased the damage estimates upward.? Therefore, in our study, we only look at data since 1973, since tornadoes were rated on the Fujita scale in near real-time.

3.? Results

The map below uses GIS software and the database of all significant (F2-F5) tornadoes, 1973-2011, to show the total path length (in km) of significant tornadoes, within 25 miles of a point, averaged annually.

Clearly, the largest threat for significant tornadoes since 1973 has been over Arkansas, Mississippi, and north and central Alabama, with a moderate threat extending from central Oklahoma to NW Georgia.?? The above map is influenced somewhat by the jumbo outbreak of April 27, 2011, but using data 1973-2010 shows a similar overall pattern.

Some may argue that significant tornadoes go unreported in Texas or Nebraska, or are under-rated because they only hit open grassland.? However, the number of tornado watches and warnings issued over the past 10-20 years shows that conditions were favorable for tornadoes, or tornadoes were indicated on radar, in roughly the same areas that our statistics show as tornado alley.? There are other statistics that we use to show that our data are correct, but I will reserve those for the peer-reviewed journal article we will be submitting this spring.? That means these results are preliminary and have not been peer-reviewed.? However, you can be the judge of where tornado alley should be.?

Pandigital Handheld Wi-Fi Wand Scanner (S8X1102WH)


The Pandigital Handheld Wi-Fi Wand Scanner (S8X1102WH) isn't the first wand scanner with Wi-Fi, but it is the first with both Wi-Fi and the ability to scan impressively quickly, making it unlikely that you'll wind up with a scan error because you swept across the page too fast. The combination makes it a potentially attractive choice, but less attractive than it would be if it came with more robust software. As with other Pandigital scanners, including, for example, the Pandigital Handheld Wand Scanner (S8X1101BK)) it will be most appealing to people who already have all the scan-related programs they need.

Like all wand scanners, the S8X1102WH offers the advantage of scanning without a computer. It saves the scan to its 128MB internal memory or to a microSD card if you choose to plug one in. Unlike most?with the notable exception of the Editors' Choice VuPoint Solutions Magic Wand Wi-Fi PDSWF-ST44-VP?the S8X1102WH also gives you a way to check the scan while you're still near the original and can rescan if you have to.

Connect by Wi-Fi to your smartphone or tablet, and you can see the scan to confirm its quality. The Wi-Fi feature is less useful than it could be, since you can't scan while you're connected, and it takes a substantial amount of time to connect. That leaves you with no easy way to check each page immediately after scanning. However, you can scan some number of pages, and then connect by Wi-Fi to check them all at once. I'd call that a second-best workaround, but it's still a lot better than having to wait till you get back to a computer to check scan quality.

Basics and Setup
The S8X1102WH is a touch bigger and heavier than the PDSWF-ST44-VP, at 1.3 by 10.2 by 1.6 inches (HWD) and 9.2 ounces, but still eminently portable. As with most wand scanners, it includes two sets of rollers on the bottom, and lets you scan by starting either at the top or side of a page, and then scanning down or across in a single sweep. Unlike some wand scanners, it has no problems scanning across thick 4 by 6 originals.

As is typical, set up is trivial. Simply insert the rechargeable battery it comes with, connect the scanner to a computer by the supplied USB cable or connect its power block and plug into a power outlet. While you're waiting for the battery to charge, you can install the programs the scanner comes with, including NewSoft Presto! PageManager for document management, Magix Photo Designer 7 for photo editing, and Magix Video Easy SE, which will let you convert scans into a video.

Scanning
Using the S8X1102WH is simple. The top panel offers four buttons. One turns the scanner on and doubles as a Scan button; one chooses between color and black and white mode; one chooses between 300 pixels per inch (ppi), 600 ppi, and 1200 ppi; and one chooses between JPG format, PDF format, and JPG format for stitching multiple scans into a single image. The last choice creates a new folder for each set of files to stitch together. The default whenever you turn the scanner on is color, 300 ppi, and JPG. Simply change one or more settings if you want to, press the Scan button to start the scan, sweep over the page, and hit the Scan button again to end the scan.

As is typical with wand scanners, I didn't have any trouble getting good scans from the start at 300 ppi. Less typical is that I didn't have any trouble at 600 ppi or 1200 ppi either. With most wand scanners it's easy to go too fast and get an error message at higher resolutions. With the S8X1102WH, I had to get up to an unusually fast speed to get a blinking error light at 1200 ppi. At 300 ppi I couldn't make the error light show up even with unreasonably fast sweeps. The resulting scans with the fastest sweep speeds were a little shortened in the sweeping direction, but still usable.

Scan Results
The software that comes with the S8X1102WH was suitable for just three tests from our standard suite: for photos, optical character recognition (OCR), and document management. The S8X1102WH didn't score particularly well in any of these categories, but except for photos, the issues are mostly due to the software it comes with.

The Magix photo editing software is fairly capable. However, any scanner with rollers loses points for the damage it can do to the originals. In addition, I saw a noticeable loss of detail in both dark and light areas of an image, and a slight, but noticeable color shift. Overall, the photo scans qualified as acceptable for what you might think of as snapshot quality, but nothing more than that.

For both OCR and document management applications, the combination of scanner and PageManager did reasonably well recognizing text. When sending the result to a text file, however, PageManager did such a poor job with formatting that I couldn't tell whether it read all the words in any given font size on our test pages without a mistake. In addition, although PageManager can combine multiple scanned pages into a single PDF file, it won't do the same for text files. Each page goes to a separate file, leaving it to you to copy and paste the pages into a single file.

I also ran one additional test, with the stitching module in PageManager. Stitching lets you do multiple partial scans of originals that are bigger than the scanner's 8.5-inch width, and then stitch the pieces together into a single image. In some cases the stitching worked as promised. However, the software is a little fussy about the originals, and in some cases simply refused to work. Worse, in those cases it gave me an uninformative error message, leaving it to me to guess what the problem was.

Ultimately, the Pandigital Handheld Wi-Fi Wand Scanner (S8X1102WH) consists of an attractive piece of hardware held back by less than impressive software. As shipped, it's best described as usable, but limited. If you already have better OCR and document management software than in comes with, however, or you're willing to buy some additional programs, it's potentially a highly attractive choice.

Memory appears susceptible to eradication of fear responses

Feb. 18, 2013 ? Fear responses can only be erased when people learn something new while retrieving the fear memory. This is the conclusion of a study conducted by scientists from the University of Amsterdam (UvA) and published in the journal Science.

Researchers Dieuwke Sevenster MSc, Dr Tom Beckers and Prof. Merel Kindt have developed a method to determine whether an acquired fear response is susceptible to modification. By doing so, they have revealed the circumstances under which an acquired fear response can be eradicated. In order to measure whether a person actually learnt something new, the researchers used a measure for Prediction Error -- in other words, the discrepancy between a person's anticipation of what is going to happen and what actually happens.

No fear response

Cognitive Behavioural Therapy is currently the most common and effective type of treatment for people suffering from anxiety disorders. However, the effects are often short-lived and the fear returns in many patients. One major finding of Van Kindt's research lab is that when participants were given propranolol, a beta blocker, while retrieving a specific fear memory, the acquired fear response was shown to be totally erased a day or month later. The researchers repeatedly found that the fear did not come back, despite the use of techniques specifically aimed to make it return. This indicates that the fear memory was either fully eradicated, or could no longer be accessed. One crucial finding was that while participants could still remember the association with the fear, that particular memory no longer triggered the former fear response.

Fear conditioning

For their study the researchers used a fear conditioning procedure in which a specific picture was followed by a nasty painful stimulus. While the participants viewed the pictures, the researchers measured the anticipation of the painful stimulus as well as the more autonomous fear response on the basis of the startle reflex.

The current findings will contribute to the further development of more effective and efficient therapies for patients suffering from excessive anxiety disorders, such as trauma victims. There was no independent measure to indicate whether the memory is susceptible to modification up until now. The researchers have shown that the fear response can be eradicated completely, provided that the person concerned actually learns something new while retrieving the fear memory.

Cameron wants RBS to speed restructuring

MUMBAI (Reuters) - Prime Minister David Cameron says he wants state-controlled Royal Bank of Scotland to speed up restructuring and has refused to rule out giving the government's share in the bank to the public.

The government owns 82 percent of RBS after pumping in 45 billion pounds of capital when the bank neared collapse in 2008.

Speaking in India during a trip aimed at drumming up trade and investment, Cameron made it clear he was keen to return the bank to private ownership as soon as possible and wanted it to step up its efforts to overhaul itself.

"It was a very badly damaged institution but I think they are doing the right thing but obviously we want them to, where possible, accelerate the adjustments that they are making in terms of making it a strong organisation," he said.

When asked to comment on reports the government was considering giving away its stake by 2015, Cameron said:

"These are all interesting questions for the future. The first job is to turn around the performance of RBS and to strengthen its balance sheet, strengthen its business and that's what (RBS Chief Executive) Stephen Hester and his team are doing.

"But I am keen to examine all possibilities for what we can do to put RBS in time back into the private sector."

In October, RBS said it was preparing to sell the shares in 2014, one year before the next general election, with the timing and sale structure up to the government. No share giveaway was mentioned.

Deputy Prime Minister Nick Clegg in 2011 backed proposals to give the public shares in part-nationalised banks because taxpayer money had been used to keep the banking system alive.

At the time, the Treasury said it would "look at all options", but critics dismissed the idea as a headline-grabbing exercise.

(AP) ? Less than a year after Mali's military was heavily criticized for seizing power in a coup, it will now start receiving advice from European experts on how to maintain control of its vast territory.

On Monday, the European Union officially launched a training mission to the African nation. Its goal is to make the disparaged Malian army good enough to patrol the whole country, including its huge northern region, where French and African troops are fighting to unseat Islamist rebels who used the coup's chaos to grab control there.

The mission will "support stability in Mali and the Sahel, both now and in the future. Respect for human rights and the protection of civilians will be an important part of the training program," said EU foreign policy chief Catherine Ashton.

Critics have accused the new Malian military government of being undemocratic and abusive. Still, the European Union ministers felt they has no choice but to offer support and oversight because of fears that ? if left alone ? northern Mali could turn into a new Afghanistan, with Islamist groups given free rein to hatch deadly plots carried out around the world.

The 27-nation bloc was so eager to help that it sent the first 70 advisers to Mali 10 days ago so they could hit the ground running when the decision was made. More EU military experts will begin arriving in Bamako, Mali's capital, next month and the training will begin in April.

The decision by the bloc's 27 foreign ministers who were meeting in Brussels authorizes the deployment of about 500 people to Mali for 15 months at an estimated cost of ?12.3 million ($16.4 million).

About 20 EU countries will participate in the mission, which officials say will not be involved in any combat.

The Sahel is the semiarid area of North Africa south of the Sahara Desert. The region shared by several countries, often poorly policed and home to organizations that claim affiliation with the al-Qaida terrorist group.

Some of those groups have imposed a harsh version of Islamic law, executing violators and performing punitive amputations on thieves.

Greatly concerned, international officials, including those in the EU, have turned to the enemy of those militants ? Mali's military government in Bamako, a former pariah.

That military's record over the past year has drawn little praise. It ostensibly handed power back to civilians, but then in December it arrested the prime minister, who announced his resignation on state television at 4 a.m., hours after soldiers had stormed his house.

Human Rights Watch's senior researcher for West Africa, Corinne Dufka, said those events fit the pattern of abuse by Malian soldiers since the coup in March 2012.

"They've arrested, beaten and intimidated journalists; tortured and disappeared military rivals; and now, apparently, arbitrarily detained the prime minister. None of these incidents have been investigated and those responsible appear to have been emboldened by the shameful lack of accountability," Dufka said at the time.

As the rebels drew nearer to Bamako, the government there grew increasingly desperate, and the international community increasingly concerned. In January, France, Mali's former colonial master, intervened at Mali's request and began to drive the rebels back. Forces from other African countries joined the fight.

And the EU, too, was eager to help ? but, as a condition, it successfully pressed the government to draw up a plan for holding elections this year and to ensure that a civilian government has control over the military.

In the wake of the coup, the EU, the World Bank and the African Development Bank all suspended aid to Mali. That aid has begun to flow again. Monday's statement by the EU foreign ministers welcomed the resumption of development funds.

Jose Manuel Barroso, president of the European Commission, said Monday after a meeting with Diango Cissoko, the Malian prime minister, that the EU would organize a donors conference for Mali in May.

The goal now, EU officials say, is create an army not only capable of holding the retaken territory but willing to respect international law and civilian control. The aim, said Gen. Patrick de Rousiers, chairman of the EU Military Committee, is to train four battalions.

"It's building a new army," Rousiers said Monday, but he did acknowledge the mission faced risks, including that of terrorist attacks.
