The Stable is tipped to be Bangkok?s most expensive condo development

A Ralph Lauren-branded development is predicted to be the priciest condominium project in Thailand, reported OPP Connect.

Thai property developer Sansiri plan to launch The Stable on a two-acre site at Wireless Road, Bangkok.

One property blog suggests the property could be worth THB5000 million (US$167 million) and will be targeted at wealthy Thai and foreign buyers.

Sansiri is alleged to have paid THB375,000 (US$12,500) per square metre for the site when it was purchased in March 2010. The land formerly housed the Spanish Embassy.

The Stable will comprise two to four-bedroom units, measuring 120-450 square metres, according to DD Property, a subsidiary of PropertyGuru.

There are also plans to include a 900 square metre penthouse.

?The Sansiri development on Wireless Road will also be Asia?s first Ralph Lauren-branded residence. The developer paid a record price for the land plot back in March 2010,? said Andrew Batt, international group editor of PropertyGuru.

In Bangkok?s condominium sector luxury sales have been few and far between, added Batt, with local buyers dominating 2012?s market.

Putin eyes trip to Antarctica, shuns elder image

Russian President Vladimir Putin is rejecting the advice of some of his PR specialists to dial back his trademark action-hero persona and instead cultivate the image of a "wise patriarch," according to the pro-government Moscow daily Izvestia.

President Putin, who's now over 60, has insisted on a full slate of his traditional macho stunts this year, including scuba diving, hockey playing, actions to protect endangered animal species, and a possible visit to a science station in Antarctica, Izvestia says.

"Vladimir Putin will continue his active hobbies. Maybe he will go scuba diving in the summer. He continues the fight to preserve endangered species," the paper quotes Putin's spokesman, Dmitry Peskov, as saying.

"As for a more 'patriarchal' style? Well, he has his own style, and that's his personal choice," he added.

Putin has been plagued with rumors of ill-health ever since he was seen limping at last September's APEC summit in Vladivostok. The Kremlin reacted indignantly to journalists' questions about his condition ? which only seems to have inflamed the rumor-mill ? and at some point Mr. Peskov conceded that the president was suffering from back pains.

Some pollsters argue that a recent dip in Putin's public approval rating, to about 62 percent from his usual 70 percent or so, might have been due to the uncertainties about his health.

"Putin's rating is down a bit, but it's a small fluctuation and doesn't spell a stable trend," says Alexei Grazhdankin, deputy director of the independent Levada Center in Moscow.

"These fluctuations occur for various reasons, and we attribute the latest dip to rumors about Putin's health. It's logical, because his image has always been based on his robust health and capacity for extreme actions.... I think he will repeat such actions because they confirm his own view that he controls his health much as he controls the country," Mr. Grazhdankin says.

Until recently, Putin had been regularly practicing at nights on a Moscow ice rink with Russian hockey pros ? and occasionally with journalists ? in preparation for what some Moscow sources whisper might be an exhibition game Putin was hoping to hold with other world leaders, including Canadian Prime Minister Stephen Harper.

Last September Putin took to the skies in a motorized hang glider to guide a group of endangered Siberian cranes onto their correct migratory flight path.

At other times he has shot a Siberian tiger with a tranquilizer gun, harpooned a grey whale with a crossbow, and tagged a captured polar bear on an Arctic ice flow (all in the interest of science).

According to Izvestia, Putin accepted an invitation from Chilean President Sebastian Pinera during a meeting in the Kremlin last September to visit Chilean and Russian science bases in Antarctica sometime early this year.

Peskov told the newspaper that the date has yet to be decided, "but since Putin is occupied with ecological issues, he will work with this question."

Some professional spin doctors argue that Putin would be wise to go with the flow of advancing age and cultivate a different, more realistic image for himself.

"A good PR specialist should not concoct beautiful lies, but find some merit in the client to focus on, tell people about, to show him in the best possible light," says Stanislav Radkevich, director of PR-3000, a Moscow think tank.

"In Putin's case, it should be connected with positive changes in the country that he has championed.... He needs to develop the image of a wise reformer, a competent leader, who is thinking about the fate of the country," he adds.

ELDER IMAGE? NYET.

But other experts argue that Putin will never accept the image of an aging, sedentary leader.

"At the beginning of his new term there was a lot of talk about how Putin might now be positioned [in the media], because of his age, as a wise man sitting in his study and handing down advice," says Leonid Polyakov, a political scientist with the Higher School of Economics in Moscow.

"Then Putin had a spinal trauma during a training session, and his spokesman confirmed that. His response to that appears to be that he is definitely not going to become the old man in the Kremlin.... I'm absolutely sure we're going to see more of Putin on horseback, jumping by parachute, taming tigers, and so on," he says.

"The explanation is simple. He just likes it. Sport is a way of life, Putin's still in good shape, and he simply can't stop."

NEW ORLEANS (AP) ? Randy Moss strolled to the podium on Super Bowl media day ? his 49ers hat tilted slightly to the left, his sleeves rolled up high to reveal a cross tattooed on one arm, a large "R'' tattooed on the other.

He carried himself very much like the star he once was.

"I don't know how many questions I'm gonna give you," he barked to reporters, before breaking into a smile. "So go ahead."

Then, for the next hour or so, he was the center of attention ? a role he seemed perfectly suited for, even though he kept saying over and over that he just wants to be treated like anyone else.

Moss proclaimed himself "the greatest receiver ever to play this game." He urged all the coaches out there to listen to their players every now and then.

"I'm me," Moss declared. "I just do it my way. That's just how I feel. I don't try to be better than the next man, or break any laws or any rules. Nothing like that. But what do I believe in? I believe in myself. That's just the way I've always done it.

"I know," he quickly added, "there's some people out there who like me, and I know there's a lot of people out there who don't. For what reason, I don't know and don't really care."

Moss was once the NFL's most dominant receiver, but those days are long past. He's 35 now, clearly on the downside of a career that actually seemed over a year ago. After bouncing around to three different teams in 2010, he didn't play at all last season. But, he wasn't ready to walk away from the sport just yet ? and San Francisco gave him a chance to come back for another shot at the ring.

There was one big caveat: Moss would no longer be the center of the offense.

The 49ers had plenty of others ? from receiver Michael Crabtree to tight end Vernon Davis to running back Frank Gore. Now that Colin Kaepernick has taken over at quarterback, it's easy to forget that No. 84 is even on the field. Sure, Moss is savoring the 49ers run to the Super Bowl, where they'll face the Baltimore Ravens on Sunday, but he's still struggling to get his arms around the idea of being an afterthought on the field.

"I've always considered myself a playmaker," he said. "Blocking? Yeah, I understand that's part of the game. Me going out to be decoy? Yeah, I know that's part of the game. But for me not to be out here making plays is something I just don't understand."

Then, he remembered why he's here.

"If that's going to win me a ring," Moss said, "yeah, I accept that."

He came oh-so-close during the 2007 season, teaming with Tom Brady to lead New England to an unbeaten regular season and two more wins in the playoffs. Then, in the game that really mattered, the high-powered Patriots were shut down in the Super Bowl by the New York Giants, who rallied for a stunning 17-14 upset after David Tyree ? not Moss ? made a catch that left everyone in awe.

It's a game Moss has never bothered to watch on video. It's a game that sticks with him to this day ? and probably will forever, even if the 49ers win on Sunday.

"There's just something about '07, being undefeated going into a Super Bowl and losing it like that," he said. "I'll never forget that moment because it's not fun when you're sweating and you have confetti dropping down and sticking to your face and knowing that you're not on the winning side of the confetti."

Surely, someone asked, winning this time would ease the pain from five seasons ago.

Not so, Moss replied.

"If I win this one, that means I could have had two," he said. "That's something I'll never forget."

Moss' last big season came with the Patriots in 2009, when he had 83 receptions for 1,264 yards and 13 touchdowns. The following year was a mess, largely of his own making.

His days in New England were numbered before the season opener when Moss complained about not getting a contract extension and said he didn't feel wanted. After week four, he was traded back to Minnesota, his original team, but that didn't last, either. Moss griped about then-coach Brad Childress and was waived, finishing out the dismal, miserable campaign in Tennessee.

Not surprisingly, no one jumped at the chance to offer Moss a job in 2011.

It looked as though retirement had arrived, whether he wanted it or not.

Moss used the off year to reconnect with his children, to get in some fishing, to watch some games on Sundays. But he also shed some tears, pained at the idea of ending his career before he was ready to go. He made sure to stay in shape, just in case someone wanted to give him another chance.

"I love this game of football so much," Moss said. "I don't like everything that comes with it, but going out on the field between the white lines and playing football is something I've always done. I've been doing it since I was 6 years old. For me to be able to just walk away from the game, knowing that I wasn't ready, mentally or physically, it really hurt me, man. It really depressed me."

Then came a call from the 49ers, who had come up just short of the Super Bowl during his season away. They felt Moss was one of those players who might help them get over the hump ? not so much for what he could do on the field, but the impact he might have on the youngsters in the locker room.

Moss started only two games, finishing with 28 catches, 434 yards and three TDs. But he had the desired impact on Crabtree and Kaepernick, passing on his many experiences to those who will carry the franchise into the future.

"One thing that impressed me the most about Randy is the way that he works with all the other guys, and not even just the receivers," 49ers fullback Bruce Miller said. "He's so knowledgeable about the game of football that he coaches other positions and has all kinds of tips and reminders for everyone."

As the Superdome clock ticked down to zero, indicating the 49ers' hour-long media session was over, Moss continued to chat away at the podium.

Finally, Davis came over to pull him away.

It was almost as if Moss wanted to cling to the spotlight as long as possible.

"It's been fun," he said. "But I've got to go."

On the positive side:

* Seeking help - While some financial institutions will in fact turn you down for a small business loan with a checkered credit history, there are some companies that will assist you. By doing a simple Google search with a term like ?get small business loan with bad credit,? you can find countless providers looking to help you out. It is important to remember that some such companies will be looking out for themselves only, so make sure you read the fine print of what they may be offering you. Also keep in mind that you will pay more money for such a loan due to your background. Visit the company?s social media sites that you?re interested in to get a feel for how they deal with consumers, especially in answering their questions and solving their problems in a timely manner;

* Know who you hire - Finally, the shoe may be on the other foot if you are the business owner hiring individuals to come work with you. You can use social media to get a feel for how they have handled money over time, especially if they will be working in a financial capacity for you. If you discover through tweets, shares, or pins that someone has a problem handling money, paying their bills on time, etc. you may pass on them for the next candidate.

With all that social media can afford you, make sure you use it wisely, especially when you have a skeleton or two in your financial past.

Obstacle to fun, maybe

If you were to poll gamers at large and ask them what they felt were the worst things about the Wii, chances are you'd hear "waggle" and "bad minigame collections" pretty frequently. In fact they often went hand in hand, and Family Party: 30 Great Games Obstacle Arcade is trying its hardest to make sure both of things carry over into the Wii U generation. We can only hope that they don't.

Family Party: 30 Great Games Obstacle Arcade ? it just rolls off the tongue, doesn't it? ? is, as you might guess, a collection of short games that you can play with up to three friends. You might also guess that the games would revolve around an "obstacle" theme, but you'd be wrong; many of them are standard rounds of target practice, hide and seek, or, erm, picking the balloon with the number two on it after the game tells you to pick the balloon with the number two on it. That last one's not much of a game really, but there you go.

The collection is given a sort of theme park approach, with the games broken up into smaller, unlockable areas. Again, you'd expect the space area to contain space-themed games and the Western area to host games with a cowboy flair but by and large everything is just thrown at the wall with no regard for where it lands, and there's no telling what you'll encounter where. Fortunately, we guess, whatever you encounter will be reliably awful, so there's that to look forward to.

The games are hosted by a dead-eyed teddy bear with a stare so cold and creepy that we were constantly on edge for that inevitable moment when he'd pull out a knife. Half of his face is frozen in a bizarre semblance of what we can only assume is the developer's attempt at "'tude", while the other half just passively smiles. This, combined with the fact that his lips don't move when he talks, makes it seem like we've walked in on the bear in the middle of a massive coronary that's doomed to go untreated.

The entire package feels like a holdover from the previous generation; none of the graphics come anywhere near the capabilities of Nintendo's newest console, and the Wii U GamePad barely factors in at all, with each of the games requiring instead a Wii Remote and, often, Nunchuk. This means Family Party: 30 Great Games Obstacle Arcade plays identically to every other poorly-responsive, uninteresting, lazily slapped together mini-game collection you've been doing your best to avoid since 2006.

Every game supports four players; if there are fewer human players than that, the CPU will fill the void. Human players can enter any name for themselves that they like, but oddly the game also requires you to choose a separate name for the bear to call you by. This is because the developers only gave the bear a limited bank of audio files from which to draw, so you may tell the game that your name is William, but then you'll have to choose whether it calls you Chano or Shamus or Julio instead. It's bizarre to say the least.

In each game you'll compete against the other three for points. This nearly always involves waggling as quickly as possible, but sometimes it can rely on maneuvering crosshairs around the screen instead. No game is any more complicated than that, and it often feels as though the developer went out of its way to assign the most frustrating control schemes possible. Some games, for instance, are races that see you hopping from platform to platform. Despite the fact that each player has a perfectly good D-Pad and A button to use, Family Party: 30 Great Games Obstacle Arcade requires you to thrust the Wii Remote in the direction you wish to jump. Not that it cares where you actually thrust; it's a crapshoot whether or not the game will ever recognise your input. It's a needless and mandatory use of the least reliable control scheme possible, which is pretty much par for the course here.

The Wii U GamePad only comes into play during the bonus rounds. The rest of the time it features the glass-eyed bear glowing creepily at you and loudly narrating minor gameplay developments without moving his mouth. During the bonus rounds the winner of the previous game spins a roulette wheel, which determines what the bonus game will be. Here the GamePad is used differently than the Wii Remotes, but it's certainly no more fun, and it really does feel like a tacked on addition to what's essentially a low budget Wii cash-in.

The sound effects are beyond terrible, as the four players on-screen avatars laugh and hoot and holler over each other throughout every event, turning everything into a clamorous, cluttered aural monstrosity. The bear barks meaningless platitudes about every minor thing that happens ? from a player grabbing a coin to a player not grabbing a coin ? and while you're not likely to come away from this game feeling fulfilled you're more or less guaranteed a headache.

We'd like to close on a positive note of some kind, but we genuinely can't. This is an absolutely terrible game, and you don't want it. Trust us.

As clunky and poorly considered as its title, Family Party: 30 Great Games Obstacle Arcade is awful. Relying entirely on the shallow and repetitive waggle that should have died along with Wii, there's absolutely no reason to recommend this obnoxious, screaming, clattering monstrosity at all. It's mindless entertainment at its worst, but, on the bright side, it might be the perfect way to cure your childrens' burgeoning video game addiction.

DARPA Builds A 1.8-Gigapixel Camera That Can Spot Six-Inch Targets From 20,000 Feet

DARPA has released more details on the ARGUS-IS, a 1.8-gigapixel camera that will be attached to unmanned drones to spot targets as small as six inches at an altitude of 20,000 feet. The camera - which is one of the highest resolution systems in the world - can view ten square miles of terrain at a time and zoom in on targets with surprising clarity.

Russian state TV presenter apologies for insulting parliament

MOSCOW (Reuters) - A presenter on Russian state-owned television has apologized for insulting parliament after lawmakers suggested they might bring in a law barring foreigners criticizing Russia on state media.

Vladimir Pozner, who holds Russian, American and French passports, angered deputies in the Duma by making a reference to "dura", which translates as "fool", while discussing a law banning Americans from adopting Russian children on his talk show in December.

Deputies responded by floating an idea to ban critical foreign passport holders from state television, which dominates the viewing figures and is seen very supportive of the Kremlin.

But in the latest edition of his Channel One show on Sunday, Pozner apologized for what he said was a slip of the tongue in saying "dura" by accident.

Deputies then said they were willing to put aside any plans for legislation over foreigners on state media - for now.

"Of course if such comments towards the higher authorities are repeated in the future, it will be impossible for us not to react," ruling United Russia party deputy Mikhail Starshinov said on Monday, according to Interfax news agency.

Since returning to the presidency in May, Vladimir Putin has enacted a string of laws that critics of the former KGB spy say are designed to stifle dissent and roll back democratic liberties, such as tightening Internet controls and raising fines for protesters.

Senators reach agreement on immigration reform

(AP) ? A bipartisan group of leading senators has reached agreement on the principles of sweeping legislation to rewrite the nation's immigration laws.

The deal, which was to be announced at a news conference Monday afternoon, covers border security, guest workers and employer verification, as well as a path to citizenship for the 11 million illegal immigrants already in this country.

Although thorny details remain to be negotiated and success is far from certain, the development heralds the start of what could be the most significant effort in years toward overhauling the nation's inefficient patchwork of immigration laws.

President Barack Obama also is committed to enacting comprehensive immigration legislation and will travel to Nevada on Tuesday to lay out his vision, which is expected to overlap in important ways with the Senate effort.

The eight senators expected to endorse the new principles Monday are Democrats Charles Schumer of New York, Dick Durbin of Illinois, Robert Menendez of New Jersey and Michael Bennet of Colorado; and Republicans John McCain of Arizona, Lindsey Graham of South Carolina, Marco Rubio of Florida and Jeff Flake of Arizona.

Several of these lawmakers have worked for years on the issue. McCain collaborated with the late Democratic Sen. Edward M. Kennedy on comprehensive immigration legislation pushed by then-President George W. Bush in 2007, only to see it collapse in the Senate when it couldn't get enough GOP support.

Now, with some Republicans chastened by the November elections which demonstrated the importance of Latino voters and their increasing commitment to Democrats, some in the GOP say this time will be different.

"What's changed, honestly, is that there is a new, I think, appreciation on both sides of the aisle ? including maybe more importantly on the Republican side of the aisle ? that we have to enact a comprehensive immigration reform bill," McCain said Sunday on ABC's "This Week."

"I think the time is right," McCain said.

The group claims a notable newcomer in Rubio, a potential 2016 presidential candidate whose conservative bona fides may help smooth the way for support among conservatives wary of anything that smacks of amnesty. In an opinion piece published Sunday in the Las Vegas Review-Journal, Rubio wrote that the existing system amounts to "de facto amnesty," and he called for "commonsense reform."

According to documents obtained by The Associated Press, the senators will call for accomplishing four goals:

?Creating a path to citizenship for illegal immigrants already here, contingent upon securing the border and better tracking of people here on visas.

?Reforming the legal immigration system, including awarding green cards to immigrants who obtain advanced degrees in science, math, technology or engineering from an American university.

?Creating an effective employment verification system to ensure that employers do not hire illegal immigrants.

?Allowing more low-skill workers into the country and allowing employers to hire immigrants if they can demonstrate they couldn't recruit a U.S. citizen; and establishing an agricultural worker program.

The principles being released Monday are outlined on just over four pages, leaving plenty of details left to fill in. What the senators do call for is similar to Obama's goals and some past efforts by Democrats and Republicans, since there's wide agreement in identifying problems with the current immigration system. The most difficult disagreement is likely to arise over how to accomplish the path to citizenship.

In order to satisfy the concerns of Rubio and other Republicans, the senators are calling for the completion of steps on border security and oversight of those here on visas before taking major steps forward on the path to citizenship.

Even then, those here illegally would have to qualify for a "probationary legal status" that would allow them to live and work here ? but not qualify for federal benefits ? before being able to apply for permanent residency. Once they are allowed to apply they would do so behind everyone else already in line for a green card within the current immigration system.

That could be a highly cumbersome process, but how to make it more workable is being left to future negotiations. The senators envision a more streamlined process toward citizenship for immigrants brought here as children by their parents, and for agricultural workers.

The debate will play out at the start of Obama's second term, as he aims to spend the political capital afforded him by his re-election victory on an issue that has eluded past presidents and stymied him during his first term despite his promises to the Latino community to act.

"As the president has made clear for some time, immigration reform is an important priority and he is pleased that progress is being made with bipartisan support," a White House spokesman, Clark Stevens, said in a statement. "At the same time, he will not be satisfied until there is meaningful reform and he will continue to urge Congress to act until that is achieved."

For Republicans, the November elections were a stark schooling on the importance of Latino voters, who voted for Obama over Republican Mitt Romney 71 percent to 27 percent, helping ensure Obama's victory. That led some Republican leaders to conclude that supporting immigration reform with a path to citizenship has become a political imperative.

Obama On Football Head Injuries: The Sport 'Will Probably Change'

Count President Barack Obama among the football fans who believe the game may have to tone it down a notch.

In an interview with The New Republic, Obama opened up about the sport's dangers, suggesting that less action could mean more for both players and fans.

"Those of us who love the sport are going to have to wrestle with the fact that it will probably change gradually to try to reduce some of the violence," he said. "In some cases, that may make it a little bit less exciting, but it will be a whole lot better for the players, and those of us who are fans maybe won?t have to examine our consciences quite as much."

The president's comments come on the heels of a January lawsuit by former NFL player Junior Seau's family, charging that the violent contact he endured led to his brain disease. Seau, who died in May at age 43 from a self-inflicted gunshot wound to the head, was later diagnosed with chronic traumatic encephalopathy (CTE).

Obama also told The New Republic that his concerns are stronger for the NCAA than the NFL, as players lack a union or salary to protect against damage suffered in games.

"You read some of these stories about college players who undergo some of these same problems with concussions and so forth and then have nothing to fall back on," Obama said. "That?s something that I?d like to see the NCAA think about."

Among the more frightening college football incidents in recent memory was the Oct. 2010 game involving Rutgers football player Eric LeGrand. The defensive tackle fractured his C3/C4 vertebrae and damanged his spinal cord while attempting to make a head-first tackle against Army, resulting in paralysis below the shoulders.

LeGrand's college coach and current Tampa Bay Buccaneers Head Coach Greg Schiano delivered a symbolic 2012 NFL Draft gesture, signing his former player to a contract -- complete with a jersey and helmet.

"My goal is to walk. ... I don't know when it's going to happen, but I know down the road it is going to happen," LeGrand said last May.

Hackers take over sentencing commission website

WASHINGTON (AP) ? The hacker-activist group Anonymous says it hijacked the website of the U.S. Sentencing Commission to avenge the death of Aaron Swartz, an Internet activist who committed suicide.

The website of the commission, an independent agency of the judicial branch, was taken over early Saturday and replaced with a message warning that when Swartz killed himself two weeks ago "a line was crossed."

The hackers say they've infiltrated several government computer systems and copied secret information that they now threaten to make public.

Family and friends of Swartz, who helped create Reddit and RSS, say he killed himself after he was hounded by federal prosecutors. Officials say he helped post millions of court documents for free online and that he illegally downloaded millions of academic articles from an online clearinghouse.

Calling the 20th century a century of bloodshed and violence, the Dalai Lama urged that the ?21st century be a century of dialogue.? The title of his talk, "Kinships of Faiths: Finding the Middle Way," headlined his hopes for comity even in the potential divisive realm of religion.?

In his words, secularism is mostly misunderstood as being against religion. He said in India every religion is respected and our fore fathers framed the constitution of India by keeping space for every religion. "There are so many religions in India but the country is stable," he said.

The Delhi rape case came up, when a reporter asked his view on the Indians demanding capital punishment for the rapists.

"I have been noticing crimes in big cities like Bombay and Delhi? when these kinds of things happen people take it for granted. Now the time has come that we must make efforts for special protection to women, physically and men?s protection is education," said the Dalai Lama.?
The rape case trial opened yesterday. Before the trial opened Indians were debating whether the accused should be chemically castrated or even put to death if found guilty. The Dalai Lama expressed his dislike of capital punishment. ?Since many decades Amnesty International started a movement banning death sentence. I signed it. I do not like death penalty but it is up to the country's law to decide,? he told the reporters after his session.
He also asserted that the independent Tibet should be a secular and democratic country. The Dalai Lama spoke about the China-Tibet dispute, although conceding that he has now retired from his political role. He urged good relations between India and China are must as they are the ?most populous nations in the world? and put forth India as an example for China to learn to be democratic.
This year 285 speakers will be speaking during the five day schedule. Last year, around 120,000 people had attended the five day festival.?

As a result, a significant percentage of professionals say they'll likely look for new jobs this year, according to a recent survey from Glassdoor, a career/recruitment community site. Perhaps it's because a minority of them expect raises and/or cost-of-living adjustments this year. Potential benefits and threats of nanotechnology research

Jan. 25, 2013 ? Every day scientists learn more about how the world works at the smallest scales. While this knowledge has the potential to help others, it's possible that the same discoveries can also be used in ways that cause widespread harm.

A new article in the journal Nanomedicine, born out of a Federal Bureau of Investigation workshop held at the University of Notre Dame in September 2012, tackles this complex "dual-use" aspect of nanotechnology research.

"The rapid pace of breakthroughs in nanotechnology, biotechnology, and other fields, holds the promise of great improvements in areas such as medical diagnosis and treatment" says Kathleen Eggleson, a research scientist in Notre Dame's Center for Nano Science and Technology and the author of the study.

"But the risk of misuse of these breakthroughs rises along with the potential benefit. This is the essence of the 'dual-use dilemma.'"

The report examines the potential for nano-sized particles (which are measured in billionths of a meter) to breach the blood-brain barrier, the tightly knit layers of cells that afford the brain the highest level of protection -- from microorganisms, harmful molecules, etc. -- in the human body. Some neuroscientists are purposefully engineering nanoparticles that can cross the blood-brain barrier (BBB) so as to deliver medicines in a targeted and controlled way directly to diseased parts of the brain.

At the same time, the report notes, "nanoparticles designed to cross the BBB constitute a serious threat?in the context of combat." For example, it is theorized that "aerosol delivery" of some nano-engineered agent in "a crowded indoor space" could cause serious harm to many people at once.

The problem of dual-use research was highlighted last year when controversy erupted over the publication of findings that indicate how, with a handful modifications, the H5N1 influenza virus ("bird flu") can be altered in a way that would enable it to be transmitted between mammalian populations.

After a self-imposed one-year moratorium on this research, several laboratories around the world announced that they will restart the work in early 2013.

The FBI is actively responding to these developments in the scientific community.

"The law enforcement-security community seeks to strengthen the existing dialogue with researchers," William So of the FBI's Biological Countermeasures Unit says in the study.

"Science flourishes because of the open and collaborative atmosphere for sharing and discussing ideas. The FBI believes this model can do the same for our two communities?[and] create effective safeguards for science and national interests."

The scientists and engineers who conduct nanoscale research have the ability and responsibility to consider the public safety aspects of their research and to act to protect society when necessary, argues Eggleson.

"The relationship between science and society is an uneasy one, but it is undeniable on the whole and not something any individual can opt out of in the name of progress for humanity's benefit," she says.

"Thought about dual-use, and action when appropriate, is inherent to socially responsible practice of nanobiomedical science."

Lady Gaga Shopped At Kitson Kids For Some Reason | Music News ...

Lady Gaga treated herself to a little retail therapy at Kitson Kids in Los Angeles on Monday (January 21) just hours before her second show at the Staples Center. Normally, the fact that Mother Monster was seen shopping at a children?s clothing store would be cause for an eyebrow raise, but, quite frankly, we were too busy?furrowing?our brow over the pop star?s puzzling wardrobe choice. Gaga strolled down the street in a floor-length, puffy-sleeved print dress and floppy hat that would fit in quite nicely on a Nebraska farm in, say, the 1930s. (More specifically, she looks as though she took a style cue from Sesame Street?s Prairie Dawn.)

All kidding aside, we assume the ARTPOP singer needed a break from the confines of her skin-tight Born This Way Ball tour wardrobe ? and she deserves it. Just as Gaga deserved to take a?helicopter?to the Staples Center on Monday night. (Divas shouldn?t have sit in rush hour traffic with the common folk, after all.) TUESDAY, Jan. 22 (HealthDay News) ? Although regular exercise has been linked to a strong immune system, people with flu symptoms, such as fever, extreme tiredness, muscle aches and swollen lymph glands, should avoid physical exertion while sick and for two weeks after they recover, according to the American Council on Exercise.

With the United States battling widespread flu activity, the council issued guidelines for athletes and others who exercise regularly. Above all else, flu sufferers should get plenty of rest, the group said in a news release.

Endurance athletes, including marathon runners and triathletes, need to be extra careful, the council added. For 72 hours after a 90-minute, high-intensity endurance workout, these athletes may be vulnerable to illness. Intense workout routines temporarily elevate levels of the hormones cortisol and adrenaline, which lowers immunity, the experts explained.

For people with symptoms of the common cold, such as runny nose, headache and mild cough, moderate exercise such as walking is considered safe. The group noted, however, that it?s a good idea for people with a cold to listen to their body and reduce the intensity of their workout until their symptoms are gone.

Anyone with a cold should avoid working out at a gym or in a group environment to reduce the risk of spreading their illness to others, the council said.

UN urges countries to invest responsibly in agriculture - Eco-Business

Ramped up responsible investment into agriculture could help tackle poverty and hunger across the world, according to the UN Food and Agriculture Organisation (FAO).

It says that around 870 million people globally ? primarily in developing countries ? currently have insufficient access to food, and that investment strategies that put farmers at their heart should be lauded by governments.

?Agricultural investment has long shown itself to be one of the most effective and sustainable means for reducing hunger and poverty?, said Jos? Graziano da Silva, director-general of the FAO. ?We need to invest more. And, equally as imortant, we need to invest better.?

Delta Air Lines clings to $7M profit in 4Q

(AP) ? Delta Air Lines said Tuesday that its fourth-quarter profit was nearly wiped out by Superstorm Sandy and special charges.

The storm forced airlines to cancel more than 20,000 flights. The impact was bigger at Delta because Sandy also slowed its operations at its new oil refinery near Philadelphia.

Delta's goal in restarting the refinery was to maximize jet fuel production and reduce the airline's fuel bill. But Sandy slowed the refinery's restart, and the refinery lost $63 million for the quarter and added 7 cents per gallon to the price of Delta's jet fuel. Delta said it expects the refinery to be profitable in the current quarter.

Delta said Sandy cut $100 million from its fourth-quarter profit. It recorded another $231 million in special items. What was left was net income for the quarter of $7 million, or a penny per share. During the same period last year Delta earned $425 million, or 51 cents per share.

Without special items, earnings would have been $238 million, or 28 cents per share.

Revenue rose 2 percent to $8.6 billion. Both the adjusted profit and the revenue were slightly better than expected by analysts surveyed by FactSet.

Delta's 2012 profit rose 18 percent to $1 billion, or $1.19 per share. In 2011 it earned $854 million, or $1.01 per share. Full-year revenue rose 4 percent to $36.67 billion.

Delta said it would cut first-quarter flying capacity by 2 percent to 4 percent. Airlines have trying to keep a lid on growth to they can charge more for the seats that remain.

Shares of Delta Air Lines Inc., based in Atlanta, rose 4 cents to $13.65 in premarket trading.
